The requirement for Public Housing Agencies (PHAs) to create an Annual Plan in a format prescribed by the Department of Housing and Urban Development (HUD) was first incorporated in the Quality Housing and Work Responsibility Act of 1998.
With the FY2010 plan year we are completing our third five-year planning cycle. The 2010-2014 plan document is made up of the following components:
- The six-page Five-Year and Annual Plan which includes a progress report on work done to achieve the goals and objectives laid out in the 5-year 2010-2014 planning cycle;
- Captial Fund progress reports on the use of Federal Fiscal Year 2008; 2009; and 2009 American Reinvestment and Recovery Act monies;
- A "Conversion Assessment" and "Conversion Plan" discussed in more detail below;
- Our proposed use of FFY2010 funds which we anticipate to be in the amount of $108,000; and
- Our plan for capital expenditures with federal funds appropriated for the period 2011-2014.
Capital Fund spending priorities were reviewed with residents and a public hearing was held on Thursday, March 11, 2010 at 12:30 p.m. in the Housing Authority's main conference room after which the plan was formally adopted.
The 2010-2014 Five-Year Plan contains an application to HUD to convert the form of rental assistance at Blue Mountain Estates, Parkview Knoll and in our 24 scattered family public housing units to Section 8 Vouchers.
